Dr. Phillip Neil Perrel passed away peacefully on September 12, 2026 after a short illness. He was born on October 13, 1936 in Michigantown, Indiana to Taylor and Gayle Perrel. He had one brother, Norman, who preceded him in death.
Neil graduated from Purdue University as well as Ohio State University where he earned his Doctor of Veterinary Medicine in 1961. He purchased the Westview Animal Clinic in Muncie in 1972 where he was in practice until 2003. He enjoyed a long and successful career serving the people and pets of Delaware County with knowledgeable and compassionate care.
During his years as a veterinarian, Neil worked extensively with the Muncie Animal Shelter and the City of Muncie to implement an early Spay-Neuter program preventing the pain and suffering of thousands of homeless dogs and cats. He also helped to develop policies and procedures allowing the Shelter to improve the health and care of animals awaiting adoption.
