The Public Utilities Commission is set to vote on whether to approve a 17% tariff increase for the Port Authority of Guam at its Thursday evening meeting.
According to the Port Authority's petition for the tariff adjustment, the increases reflect the current economic conditions on the island and service delivery costs.
The last time the Port received a tariff adjustment was nearly six years ago. The PUC gave the Port Authority a 1% increase in October 2020
Guam’s consumer price index increased to 4%, and container throughput dropped more than 5% as of 2025, both triggers warranting a reevaluation of the tariff rate.
In August, Moody’s Ratings noted the importance of the Port and the PUC to move toward implementing a rate adjustment.
“Moody’s stated that additional revenue measures could be realized as early as Fiscal Year 2027 and identified the pending tariff petition as an important consideration in the Port’s prospective financial performance,” wrote Port Authority general manager Rory Respicio in a letter to the PUC dated Sept. 3.
